Every new verified WhatsApp Business Account (WABA) starts here. You can initiate conversations with 1,000 unique customers in a rolling 24-hour period.

To reach Tier 2, you must message at least 2,000 unique users within a 7-day period with a 'Medium' or 'High' quality rating. WhatsApp will automatically upgrade your limit.
